For more than a decade, the Center has promoted state and federal policy that recognizes international trafficking of women and girls as a global women's human rights crisis that affects every state in our Nation. We have brought this message to state legislators nationwide - acting as their "national staff" to help them create policies that protect the women and girls trafficked into the USA and support prosecution of traffickers.

Click here to read our updated Fact Sheet on State Anti-Trafficking Laws that includes all state laws passed through the end of 2008. The Center's Fact Sheet is a unique resource that summarizes all state anti-trafficking statutes that:

  • make trafficking in persons a state crime
  • provide for protection and services for trafficked persons
  • create the statutory Statewide Trafficking Task Forces that can help legislators and others define the nature and extent of trafficking of persons into the state
  • regulate international marriage brokers that operate in the state
  • regulate travel service providers that facilitate sex tourism


The US PACT (Policy Advocacy to Combat Trafficking) portal at www.centerwomenpolicy.org includes links to all state laws listed in the Fact Sheet as well as the Resource Guide for State Legislators: Model Provisions for State Anti-Trafficking Laws and the Report Card on State Action to Combat International Trafficking. US PACT is a one-stop shop for everyone interested in state anti-trafficking laws and policies.

US PACT also is a source for current publications on trafficking in persons, including reports by governments, UN Agencies, and non-governmental organizations, as well as academic journals and books. Click here to search for a document on the US PACT Clearinghouse on Trafficking Policy. The searchable annotated bibliography lets users link to the reports and articles online, when available. This valuable research tool is easy to use and offers the researcher multiple ways to search for documents: topic (i.e. "trafficking for forced labor" or "victim services"), country/region, date, and/or keyword.
